Just over half of my fellow Administrators voted on what the MEMBERS, themselves, [and Admins.] voted on, for each month of the year of 2012, from our regular monthly Top Submissions event that we hold each month.
Members are always welcome to vote, unless there are simply a lot of extra things happening, and only then we have Admins., only to vote.
But usually it is open to All Members.
